UPDATE FROM MIDLOTHIAN COUNCIL PLANNING DEPARTMENT
A workshop for elected members was held on 23 October 2025 to discuss which sites from the housing site shortlist agreed in June 2025 will be included in the Proposed Plan. The outcome of this confidential workshop will be presented to Planning Committee on 18 November 2025 for agreement (the agenda for this Committee meeting is scheduled to be published 7 November 2025). The list of housing sites for allocation agreed at the November Committee meeting, along with an indication of the long-term direction of growth, will be included in the Proposed Plan when it goes before full Council for agreement for consultation in early 2026.
The potential site for allocation at Kippielaw that you refer to is on the housing site shortlist agreed in June. As the decision of the Planning Committee on the list of sites for housing allocation in the Proposed Plan has yet to be formally made, it would be inappropriate to confirm whether the Kippielaw site will be included as a housing site or a long-term site until elected members reach a formal decision. Furthermore, the content of the Proposed Plan will not be confirmed until it is agreed at a full Council meeting.
There are also a number of important steps in the plan preparation process that will follow agreement of the Proposed Plan, including public consultation, modification following the consultation and examination by the Scottish Government. During the modification and examination stages, there is scope for changes to be made to the plan prior to final adoption by the Council in 2027
